National Health Insurance Program

Everyone who lives in Japan must enroll in some form of public health insurance. If you withdraw from the health insurance program at your place of employment, or if you are not enrolled in any other form of health insurance, you must enroll in National Health Insurance.
National Health Insurance is a mutual assistance system which covers medical expenses from a pool of premiums that are regularly collected to ease the financial burden when illnesses/injuries are treated at medical institutions.

Those Who are Eligible for Enrollment

All foreign residents who are registered in Edogawa City and have residence status of one year or longer (and those who have proof that they plan to stay in Japan for one year or longer even though the period of stay on their visa is less than one year) must enroll in National Health Insurance. Once enrolled, members may not withdraw from the program individually of their own free will.

Those Who are Not Eligible for Enrollment

  1. Those whose visa status is “short-term” or “diplomatic.”
  2. Those whose visas have expired and are staying in Japan illegally.
  3. Those who are enrolled or eligible to enroll in the health insurance plan at their place of employment.
  4. Those who are enrolled or eligible to enroll as family members of employee’s health insurance members.
  5. Those who receive public assistance (welfare) payments.

National Health Insurance Certificate

Upon enrollment, one National Health Insurance certificate is issued per person.

  1. When you go to a hospital or clinic, you must first present the certificate at the reception area.
  2. Use of this certificate by someone whose name does not appear on the card is punishable by law.
  3. If you move out of Edogawa City, or if you enroll in a different health insurance plan, please be sure to return the National Health Insurance certificate.

Insurance Premium Payments

Insurance premiums are calculated annually according to the number of people in the household who are enrolled in National Health Insurance and the amount of Resident’s Tax paid. Premiums are paid ten times a year. Please pay your insurance premiums with the invoice sent by the City Office, at the City Office or any financial institution or post office. Bank account transfer is a convenient way to pay for insurance premiums. Apply for this service at the counter of your financial institution.

Benefits

  1. When treated at medical facilities accepting National Health Insurance, the personally-borne cost is 30% of the medical fees.
  2. Benefits for High Medical Costs
    When the personally-borne cost for medical fees is extremely high, partial reimbursement can be received.
  3. One-time Childbirth Allowance and Funeral Expense Benefits
    Benefits are provided upon application when there is a birth or death in the member’s family.
