The Long-term Care Insurance program comprehensively offers health, medical and welfare services according to individual physical and emotional conditions, to those who need nursing care such as those who are bedridden or suffering from dementia.
Using the financial resources which are pooled from the insurance premiums and taxes which everyone pays, this social insurance program is operated by the local municipal government (that is, Edogawa City).
Those Who are Eligible
All eligible foreign residents who live in Japan must enroll in this program as well. Those who live in Edogawa City and are in the following categories are eligible:
Those Who are Not Eligible for Enrollment
- Those whose visa status is short-term, diplomatic or official business.
- Those whose visas have expired and are staying in Japan illegally.
- Those whose visa period of stay is less than one year.
If You Need Nursing Care
If you need nursing care or help in daily life activities, such as in having meals, bathing and using the restroom, then you should apply for Long-term Care Approval.
Type 2 Members may apply only if they have any of the 15 illnesses designated by the national government.
Upon review of your application, a decision is made as to your level of need, with six levels ranging from Needs Support and Needs Care, Level 1 to 5, according to the level of need for nursing care.
* If the applicant does not fall under the Needs Support or Needs Care category (is considered Independent), then he/she may not take advantage of Long-term Care Insurance services.
Available Services
There are services that can be received at home (home services) and services that can be received while institutionalized in a facility (facility services). The maximum amount (ceiling) that Long-term Care Insurance can be used, and the number of times the services can be used, will be determined for the level of need.
Usage Fees
As a rule, when taking advantage of the services, 10% of the fee must be personally-borne. If your use of the services exceeds the prescribed ceiling, the entire cost in excess must be personally-borne.
Long-term Care Insurance Premiums
- Type 1 Member (65 years of age or older)
For those who receive an Elderly Pension or Retirement Pension of ¥15,000 or more per month, the premiums will be deducted from their pension. All other Type 1 Members should take the invoice sent by the Edogawa City Office and pay directly at the counter at the City Office or financial institution. Insurance premiums can also be paid by bank account transfer.
- Type 2 Member
The Long-term Care Insurance premiums will be calculated together with the medical health insurance premiums. (There is no need to process a separate fee individually.)
